A periodic inspection certificate (sometimes called a certificate of compliance or thorough examination certificate) is issued after a qualified inspection body — a notified body, an approved inspector, or a competent person under national regulations — has conducted a systematic examination of the elevator installation. The inspection covers mechanical components, electrical systems, safety devices, documentation, and functional tests. The certificate records the inspection date, the inspector's identity, the applicable standards, any deficiencies found, the required remedial actions and their deadlines, and the date of the next inspection. LOLER 1998 in the UK requires thorough examination of lifting equipment at least every six months for passenger lifts. Certificates must be retained by the duty holder and available for inspection by enforcement authorities. Failure to maintain valid certificates is a criminal offence in many jurisdictions.
