LOLER (Lifting Operations and Lifting Equipment Regulations 1998, SI 1998/2307) places duties on persons who own, operate, or control lifting equipment in the UK. For passenger lifts, the key requirement is a thorough examination by a competent person every 6 months (or 12 months if no persons are carried). The examination must cover all safety-critical items — suspension ropes, safety gear, overspeed governor, car structure, landing and car doors, electrical safety devices, and buffers. A written report must be produced and retained; if a defect that is or could become a danger is found, it must be reported to the relevant enforcement authority. LOLER also requires every lifting operation to be properly planned and supervised. The Health and Safety Executive (HSE) enforces LOLER in the UK alongside PUWER (Provision and Use of Work Equipment Regulations).
