Directive 2014/33/EU (the Lifts Directive) repealed and replaced the original 95/16/EC Directive. It sets Essential Health and Safety Requirements (EHSRs) for lifts in Annex I and for safety components in Annex II. The directive requires every new lift to undergo one of the conformity assessment procedures (Annexes IV–IX) involving a notified body, resulting in a Declaration of Conformity and CE marking. It defines responsibilities of installers, safety component manufacturers, importers, and distributors. National implementing legislation in each EU member state makes the directive legally binding. Countries that have adopted the directive include all 27 EU member states plus EEA countries (Norway, Iceland, Liechtenstein). Non-EU countries including Turkey, UAE, and others have adopted equivalent national regulations referencing its provisions.
