What is required to obtain CE marking for a new elevator in Turkey?
Under Turkey's Asansör Yönetmeliği (mirroring EU Lifts Directive 2014/33/EU), CE marking requires: selection of one of the conformity assessment routes (typically Module G — unit verification by a notified body, or Module H — full quality assurance), preparation of a complete technical file covering design calculations, component certificates, test results, and risk assessment, physical examination and testing of the installation by the notified body (ONAY Kuruluşu), issue of the EC/EU-type examination certificate or unit verification certificate, drafting and signing of the Declaration of Conformity, and affixing the CE mark. The technical file must be retained for 10 years after the last elevator of the type is placed on the market.
How often must elevators be inspected in Turkey and by whom?
Turkey's Asansör İşletme ve Bakım Yönetmeliği requires annual periodic inspection of every elevator in service. Inspections must be conducted by a municipality-authorised A-type inspection body (A-tipi Muayene Kuruluşu). The inspection covers safety devices, electrical installation, mechanical components, documentation (maintenance logbook, CE certificate), and compliance with the original installation specifications. Elevators failing inspection receive a defect notice requiring corrective action within a specified timeframe before re-inspection.
What constitutes a 'significant modernisation' requiring a new conformity assessment?
Annex E of EN 81-20 and the Turkish regulatory interpretation define significant modernisation as any change that affects the safety functions of the elevator, including replacement of the traction machine, controller, overspeed governor, safety gear, buffers, or any change to rated load, rated speed, or travel height. A significant modernisation triggers a new conformity assessment (typically Module G), a new or updated Declaration of Conformity, and a revised technical file. The modernisation installer becomes responsible as the new 'installer' under the regulation.
What role does TÜRKAK play in elevator certification in Turkey?
TÜRKAK (Türk Akreditasyon Kurumu — Turkish Accreditation Agency) is Turkey's national accreditation body, accrediting testing laboratories, calibration laboratories, inspection bodies, and certification bodies against ISO/IEC 17025, ISO/IEC 17020, and ISO/IEC 17065 respectively. For elevator certification, TÜRKAK accreditation of the notified body and calibration laboratories whose equipment is used during conformity assessment is required. TÜRKAK accreditation certificates are publicly searchable, allowing procurement teams to verify the credentials of any certification service provider before engagement.
